Software making is always with errors, and there are loads of other threats that don't need your Internet browser to infect you or your equipment in general. The only way to make it safer is to lock any ip-address that spreads attacks or malware and verifying the owner & his/her computer usage & ownership. I highly doubt Internet Explorer 8 is going to help fight "web-based malware". On the other hand, Firefox seems safe and fast but I still doubt Firefox will be able to fight web-based malware.
