A panel of US and European law enforcement representatives will provide insights into the
workings of the world's police forces against Internet crime.
David A. Thomas, Deputy Assistant Director for Science and Technology, FBI:
David A. Thomas was designated a Special Agent of the FBI in 1989. After
completing more than a dozen years of supervisory and leadership roles in
areas such as violent crimes, domestic terrorism, and national
infrastructure protection, Mr Thomas was appointed Chief of the Cyber
Division's Criminal Computer Intrusion Unit in 2001. He was promoted to
Assistant Special Agent in Charge of the St. Louis Field Office in April
2003 and returned to FBI headquarters in July 2004 as Chief of
Counterterrorism/Counterintelligence and Criminal computer intrusion
investigations. In this capacity, Mr. Thomas has directed the FBI's
efforts on all major transnational cyber investigations and is responsible
for the creation of Cyber Action Teams, which deploy domestically and
internationally in response to major cyber events.
Mr Thomas was promoted again in September, 2006 to the position of Deputy
Assistant Director for Science and Technology. Mr. Thomas was selected as
the Deputy Assistant Director for the Science and Technology Branch, FBI,
in September 2006. He is currently responsible for providing the vision,
leadership, and direction for the Branch. Under his purview, he ensures
the operational availability of state-of-the-art technologies, support and
expertise necessary to enable and enhance the FBI's intelligence and
investigative-related mandates. In addition, Mr. Thomas oversees the
application of forensics services related to the collection processing and
exploitation of computer, audio visual media in the Counterintelligence,
Counterterrorism, Criminal Investigative, and Cyber program areas. Mr
Thomas actively fosters the Branch Vision to create and supply
"World-class" tools and technologies in support of the FBI's mission to
prevent and deter terrorism and crime, and to protect the United States'
national security.
Stacy M. Arruda, Supervisory Special Agent, Cyber Crime Squad, FBI:
Stacy M. Arruda was designated a Special Agent of the FBI in 1996. After
completing training, she was assigned to the New Orleans Division where she
initially worked Asian Organized Crime matters and later Cyber Crime
matters. In October 2003, Special Agent Arruda was promoted to the
position of Supervisory Special Agent at FBI Headquarters (FBIHQ),
Washington, D.C., in the Computer Intrusion Section of the Cyber Division.
SSA Arruda was a Program Manager in the Criminal Computer Intrusion Unit
for one year. In this capacity she directed the FBI's efforts on many
large-scale cyber investigations involving Eastern European hacker groups.
In 2004, SSA Arruda was transferred to the Counterterrorism
Counterintelligence Computer Intrusion Unit where she was also a program
manager over National Security computer intrusion matters. In this
capacity, Ms Arruda represented the FBI's Cyber interests in the
Intelligence community.
Upon completing her assignment at FBIHQ, she was transferred to the Tampa
Division as the SSA of the Cyber Crime Squad. In this capacity, Ms Arruda
is responsible for the Cyber Crime Program, which includes computer
intrusions, Innocent Images, Internet fraud, Identity Theft, Intellectual
Property Rights violations and the Computer Analysis Response Team (CART).
Prior to joining the FBI, Ms Arruda was employed by the Federal Bureau of
Prisons as a Case Manager. Ms Arruda has a Master of Science Degree in
Criminal Justice Administration from Florida International University and a
Bachelors Degree in Criminal Justice from the University of Florida.
Kevin Zuccato, Director, Australian High Tech Crime Centre:
Federal Agent Kevin Zuccato is currently the Director of the Australian
High Tech Crime Centre and commenced on 11 October 2004 having previously
performed the role of Counsellor (Police Liaison), within the Embassy of
Australia, Washington DC.
Federal Agent Zuccato has 20 years experience in law enforcement. His
policing experience encompasses most areas of organised crime,
international narcotic trafficking, money laundering, major fraud and
general crime investigations.
He was a Team Leader within the AFP's National Illicit Drug Strike Teams
and the Detective Superintendent in charge of Surveillance, Financial
Investigations and Operations in the AFP's Sydney office. In 2000, he
undertook a coordination role during the Sydney Olympic Games in the Sydney
Office Command Centre.
F/A Zuccato holds a Graduate Certificate of Applied Management through the
Police Management Development Program (Executive) and a Graduate Diploma in
Public Administration from Charles Sturt University.
FA Zuccato is a non-executive director on the NetAlert Ltd Board and a
member of the Virtual Global Taskforce Board. He has previously held
positions as Chair, Washington Law Enforcement Liaison Officers
Association, and member of the International Association of Chiefs of
Police, Terrorism Committee, International Policing
Steering Committee and Organised Crime Committee.
Mark Oram, Senior Manager, Centre for the
Protection of National Infrastructure: Mark Oram is a Senior Manager within the UK Government's
Centre for the
Protection of National Infrastructure (CPNI). Previous to the creation of
CPNI, he held the post of Deputy Director, Threat Assessment and Response,
within the National Infrastructure Security Co-ordination Centre.
Mark has worked in the field of information security for 20 years. During
that time he has also filled a variety of related roles within global
commercial organisations. These have included working in areas as diverse
as security architecture, strategy, policy management, incident
investigation and operational security management.
In his position at the CPNI, Mark is responsible for the teams that support
response activities, such as CSIRTUK, and produce threat products to enable
national infrastructure providers to assess their exposure to national
security risks. He is also responsible for the overall acquisition and
development of the knowledge that underpins CPNI protective information
security advice.
